Employers applying for or renewing an Employment Pass (EP) on behalf of their candidates will need to verify their higher education qualifications and identity via a Ministry of Manpower (MOM) approved background screening provider.

  • Applicable qualifications disclosed by your candidates are authentic.

  • Your candidate’s identity by validating their issued passport is authentic and personal information in the document matches with details on their provided education certificate.
  • If the education qualifications we’ve verified meet MOM’s COMPASS qualification requirements for an EP.

All EP applications are evaluated against MOM’s points-based assessment framework, COMPASS. To be eligible for an EP, a candidate must score a minimum of 40 points from across four Foundational Criteria, one of which is “Qualifications”. Up to 20 points can be awarded for Qualifications depending on the education qualification attained and the awarding institution.

From 1 September 2023, employers declaring a candidate’s education qualifications in support of an EP application must ensure those qualifications have been verified in line with MOM’s requirements by a MOM approved background screening provider and provide verification proof with their submission.

From 1 September 2024, employers renewing an EP will also have to meet these requirements.

The standard price for the MOM Work Pass Verification service is SGD110 which includes delivery of the following in line with MOM’s requirements:

  1. Verification of your candidate’s education qualifications.
  2. Verification of your candidate’s identity.
  3. Researcher review of the verification results to determine and confirm if they meet MOM’s EP eligibility requirements.
  4. A background screening report detailing results of the verifications.
  5. A HireRight Summary Page of Verification Proof if the qualifications verified meet MOM’s COMPASS qualification requirements for you to include in your EP application along with the background screening report.

Please note:

  • Additional administrative fees may be charged by institutions for verifying your candidate’s qualifications.
  • The price will be quoted on the contract when you sign-up for our service. The quoted price excludes local taxes and any surcharges imposed by the institution. Any additional fees charged by the institution will be added to your invoice as a surcharge.
  • HireRight does not levy any set-up or maintenance fees relating to our Work Pass Verification service.

Signing up for our service is easy. Simply complete and submit the Sales Enquiry Form above and our sales representative will contact you shortly for assistance. 

 

 

You simply request the package electronically from your HireRight account that is set up for you after the sign-up process is completed. You will then be asked to provide your candidate’s email address, first and last name and submit to initiate the checks.

 

 

Your candidates will be asked to electronically provide information, copies of requested documents and their consent to the checks being performed.

Information and electronic copies documents to be provided as follows:

  • Personal Information
    • Full name
    • Date of birth
    • Address
    • Residency status in Singapore (NRIC/FIN)
  • Identity documentation
    • Copy of passport
    • Proof of acceptable name change document (if the name on the education certificate does not match the name on the passport)
  • Highest Education Information
    • Institution name
    • Institution country/region
    • Dates of attendance (start/end date)
    • Title of qualifications attained
    • Major of the study (faculty)
    • Awarded date
    • Mode of study.
  • Copies of their qualification certificates.
  • Copies of qualification transcripts (if required).

 

 

When you order the required checks, an invitation email will be sent to your candidate to login to HireRight’s mobile-optimised Applicant Center to complete the online questionnaire, upload copies of requested documents, and sign the consent form. One of our researchers will reach out to your candidate directly for any additional information/documents required. When you order the MOM Work Pass Verification service to verify your candidate’s education and identity to support an EP application:

  1. We request information and electronic copies of required documentation from your candidate for us to conduct the checks.
  2. Your candidate provides these via HireRight’s mobile-optimised Applicant Center with 24 languages to choose from to complete their part of the process.
  3. Once we receive the required information and documentation, we attempt to:
    • validate your candidate’s identity using the provided copy of passport and education certificate. If the name does not match with the documents provided, an acceptable proof of name change document will be collected.
    • contact your candidate’s disclosed institutions to verify their disclosed education qualifications. If we cannot identify an education institution disclosed by your candidate, we will report that it was not possible to verify that your candidate’s education qualifications are authentic or that the awarding institution is accredited or recognised.
    • check and confirm non-UK based education qualifications are of an equivalent level or above the UK standard.
    • review findings and confirm if the candidate’s education qualification meets or does not align with MOM’s requirements.
  4. After we complete the checks, we provide you with a background screening report via your HireRight account confirming if we have been able to verify your candidate’s education qualifications and identity in line with MOM’s requirements. This will include any discrepancies identified, if applicable, between education history provided by your candidate and that obtained from the source and discrepancies relating to the verification of your candidate’s identity.
  5. If the qualifications we’ve verified meet MOM’s qualification requirements we will also provide you with a HireRight Summary Page of Verification Proof in a format prescribed by MOM that you will need to include in your EP application along with the background screening report. The summary page will be downloadable from your HireRight account.

 

 

When you order an education verification check: 

  1. We request information and consent from your candidate for us to conduct the verification. 
  2. Your candidate provides this via HireRight’s mobile-optimised Applicant Center with 24 languages to choose from to complete their part of the process. 
  3. Once we receive the required information, we attempt to contact your candidate’s institution(s) to verify their disclosed qualifications. 
  4. After we complete the verification, we provide you with a background screening report confirming if we have been able to verify your candidate’s disclosed qualifications in line with MOM’s requirements. This will include any discrepancies identified, if applicable, between the education history provided by your candidate and that obtained from the source. 
  5. If we cannot identify an education institution disclosed by your candidate, we will notify you it has not been possible to verify your candidate’s qualifications.

 

 

We work with approved and recognised third party sources like the National Student Clearinghouse (NSCH), Higher Education Degree Datacheck (HEDD), Center for Student Services and Development (CSSD), UK ENIC as well as HireRight’s internal database to determine whether the institution is accredited or recognised by a national/international accreditation body or by a government department in the relevant country.

 

 

Accreditation and relevant information will be noted in the comments section in an electronic background screening report within your HireRight account. Within this section we will list relevant sources we have researched or contacted and, whether we have been able to validate if the institution is accredited or recognised from that source. 

 

 

Yes, HireRight’s MOM Work Pass Verification service complies with applicable employment and data privacy laws around the world including the Personal Data Protection Act (PDPA) and General Data Protection Regulation (GDPR).

 

 

There is no minimum order requirement to qualify for our service.

 

 

Payment for all HireRight’s services is by invoice only with payment terms of 30 days. We will issue you an invoice for the checks you have ordered from us the month after they are completed. HireRight accepts bank transfers for payment method.
